DILG orders LGUs to stop giving permits to KAPA


The Department of the Interior and Local Government (DILG) ordered all mayors of the country Monday to revoke business permits of religious corporation Kapa-Community Ministry International.

Interior Secretary Eduardo Año urged city and municipal mayors to refrain from issuing business permits in favor of Kapa, its subsidiaries and organizations “to prevent the public from being duped into investing their hard-earned money into an apparently fraudulent investment scheme.”

“Marami na ang naloko at marami pa sa ating mga kababayan ang maloloko sa investment scam na ito kung hindi ito aaksyunan ng mga mayor. Siguruhin ninyong hindi na magpapatuloy ang operasyon ng Kapa,” Año said in a statement.

(Many people have been duped and many of our countrymen may fall into that investment scam if mayors don't act on it. Make sure that operations of Kapa will no longer continue.)

The order comes after the Securities and Exchange Commission (SEC) said it has secured more than P100 million worth of assets linked to Kapa under a freeze order issued by the Court of Appeals.


Besides bank deposits, the freeze order also covers insurance policies, cryptocurrency holdings, and other assets, the SEC said.


The SEC said it secured the freeze order on June 4 through the Anti-Money Laundering Council, and added that it is also working to secure other Kapa assets.

President Rodrigo Duterte had also ordered authorities to arrest officials of the corporation over allegations it was involved in an investment scam.

Año reminded mayors that it is their duty under the Local Government Code "to issue licenses and permits and suspend or revoke the same for any violation of the conditions upon which said licenses or permits had been issued pursuant to law or ordinance.”


“In the case of Kapa, it is very clear that it has abused the privilege given by the government as it has ventured in an enterprise which promised profits that it can not fulfill,” he said.


The National Bureau of Investigation has launched nationwide raids on several Kapa offices as some members of the ministry cried harassment.
