Here are the Excuses Why the Yellow Admin Did Not Clean Manila Bay & Proof the Duterte Effect is Real!!! πŸ‡΅πŸ‡­πŸ‘ŠπŸΎ




Do you know why President Duterte's Clean Up and Rehabilitation of Manila Bay is even more impressive than we already know it be?

Because on Dec 18 2008 pa lang, the Supreme Court issued a writ of continuing mandamus directing 13 government agencies to clean up, rehabilitate, and preserve Manila Bay.

THE SUPREME COURT ORDERED 13 GOVERNMENT AGENCIES, A DECADE AFTER A COMPLAINT WAS FILED, AND NOTHING HAPPENED.







They were given 10 years to do it. What folllowed was typical of our governments then-- they came up with a radio jingle and billboards (all cash cows and no concrete action) to remind people not to litter.



The case started in Jan. 29, 1999 when respondents who were concerned citizens and residents along Manila Bay filed a complaint sa RTC ng Imus, Cavite against several government agencies for failing them.

(Do you know that some government agencies appealed pa the decision handed down in 2005 and gave a reason na "kulang daw sa funds?" or "it is not within their ministerial act to clean up the Manila Bay?" Grabe dati no? Puro rason. Check screenshots.)








Finally, the case went up to the SC. And in Dec 2008, the Supreme Court gave the 13 concerned government agencies, including DENR, DOT, MWSS, LMUA, PPA, MMDA, DA, DBM, DPWH, DOH, DECs, and the Philippine Coast Guard 10 years to get their act together.



The governments of Gloria Arroyo and Noynoy Aquino BOTH DID NOTHING significant to address the problem, even when the Supreme Court already handed down the decision.



Only Duterte. So if you're gonna shit on our President, please make sure that your Presidents had half the political will needed to make this happen.

10 years and nothing. Gloria had a year and a half to act--NOTHING. Noynoy had 6 years--NOTHING. And these people tell you to respect the Supreme Court?

Let me also take advantage of this to say that Manila Bay has many tributaries--and these should all be cleaned up as well.
